Investing in Our Workforce and Creating New Paths to Good-Paying Careers
Terry’s plan will give students a clear pathway to the workforce while removing the barriers preventing them from succeeding. As governor, Terry will create new, affordable pathways into the workforce by expanding workforce training programs at our community colleges and streamlining financial aid so more students can benefit from higher education. Terry will also ensure that once students are in school, they are able to make it to graduation by making it easier to transition to higher education, between institutions, and from education to the workforce. He will also ensure our students have access to the support they need to reach their goals.
As Virginia’s 72nd Governor, Terry oversaw the redesign of Virginia’s workforce training program and established the first-in-the-nation New Economy Workforce Credentials Grant fund and program that led to the creation of FastForward, a ‘pay-for-performance’ model that targets affordable industry certifications and occupational licenses for high-demand occupations at community colleges in the Commonwealth, with participants in these programs earning 25-50% higher pay. Terry also signed Executive Order 49, which called for an increase in the number of registered apprenticeship programs in key industries such as cyber security and IT.
The Work Ahead
- Promote affordability and flexibility in higher education, making it easier for students to make the transitions to higher education, between institutions, and from education to the workforce.
- Streamline financial aid to better address student needs and expand programs that ensure that students are able to benefit from higher education.
- In order to ensure institutions of higher education can be more responsive to workforce needs, Terry will build capacity at the State Council of Higher Education for Virginia (SCHEV) to more quickly approve programs and get students into high-demand education pipelines like nursing, teaching and more.
- Build new, affordable pathways into the workforce that reduce burdens placed on students and allow students to choose the option that best fits their needs.
